I've never done it, but it's going to depend on your firewall.  If the firewall has an ability to perform rate-limiting on an application and/or address basis, you should be able to do this. With as many different firewalls and feature sets out there, it's not an easy yes or no answer.

Anyone have any luck regulating Aspera traffic at the firewall level?  I know you can set the transfer rates in the Aspera software but users love to crank those values up past the defaults.  Besides that it would be great to have Aspera use up all the bandwidth it can at a low priority so that other services (ie. mail, web browsing, etc...) take a higher precedence when used while giving Aspera the max bandwidth available when those services are not being used.  I contacted Aspera but they said they could not help :(
